The Value Chain of Services provides a flexible framework to guide Member countries to understand how and when the NDC Partnership can support NDC implementation and plan in-country activities.
Member countries can elect to engage the NDC Partnership on all or some of the services. Countries can choose to pursue the service areas sequentially starting with policy, strategy, and legislative work; to budgeting and investment; through to monitoring and evaluation (M&E) — or they can request different services independently, if and when needed.
