All NDC implementation activities are the decision of the country – through the Focal Points (FPs), with support from the In-Country Facilitator as needed.
To ensure high-level commitment, the country’s ministries of finance/planning and the environment need to show ownership over the process. Their leadership will add momentum to achieve all stages of the Country Engagement process.
It may be necessary to increase readiness for sustained country ownership by:
- providing support to strengthen capacity of government staff members and governance mechanisms, and/or:
- creation of sector working groups.
What is the In-Country Facilitator?
The In-Country Facilitator is nominated by the country’s government for building and managing systems and processes for coordinating and communicating the implementation of Partnership Plans.
